وكما نرى الحين – العديد من الأوروبيين محبوسين فى الثلوج وممنوعين من الإستمتاع باجارات اعياد الميلاد سواءا مع الأهل او من السفرات البعيدة بسبب الثلوج – وكلما إزداد الطقس سوءا كلما زاد الطلب على الطاقة خصوصا البترول والغاز – لو تذكرنا ان مجرم الحرب ج دبليو بوش وعد شعبه الذى يتعرض لغسيل المخ يوميا من قبل وسائل الإعلام الصهيونية الأمريكية – أنه بغزو العراق والإستيلاء على البترول سيصبح سعره 15 دولار للبرميل.

وعليه وافق 70% من هذا الشعب المخدوع الساذج على قرار الحرب وافتعلت 11/9 وتم إرهاب العالم من قبل بوش وقواته وبمساعدة شركة هالى برتون الأمريكية والتى كان يترأسها المجرم الآخر ديك تشينى أن من ليس معنا فى هذه الحرب فهو ضدنا – وطبعا قام بالغزو بمباركة كل الأنظمة العربية وتسهيلات ليس لها حدود – ثم ماذا حدث – ارتفع ثمن البترول طبعا وبموجب كل الدراسات والمنطق الإقتصادى لسعر 160 دولار أمريكى فى 2008 فى قمة الأزمة المالية – حتى قام بوش بدعوة الأربع دول خليجية الأكبر للضغط على اوبك لينزل السعر دون القيمة السوقية العادلة لـ 50 دولار تقريبا وكذلك للحصول على مبلغ 4 تريلليون دولار أمريكى وإلا أمريكا ستعلن إفلاسها كما حدث مع أيسلندا – وبالرغم من هذا السعر وزيادة الطلب وزيادة سوء الطقس فى اوروبا وأمريكا بسبب ما إقترفوه فى البيئة وعدم إحترامهم لإتفاقية كيوتو الخاصة بالإنبعاثات الغازية – واصل سعر البترول بالتأكيد فى الصعود ووصل لسعر مناسب نسبيا 100 دولار اليوم – ومع تفاقم موجات الطقس السىء والحاجة للطاقة وزيادة الطلب عليها سيرتفع السعر خلال العامين المقبلين وهذا طبيعى إلى 150 دولار واكثر – وهذا سيؤدى لزيادة الأذمة المالية فى الغرب – ووفورات كبيرة للدول المنتجة ومنها دول الخليج وتحقيق وفورات كبيرة وفوائض مالية.

وعليه فعلى الدول العربية التى ستحقق فوائض أن تخطط من الآن فى كيفية الإستفادة منها وذلك بإعمالها فى التنمية المستدامة – وليس فى الأنشطة الإستهلاكية الغير رشيدة أو الإفراط فى الإستثمار العقارى الفاخر جدا والذى قضى على سيولة دبى لمرتين متتاليتين – ومحاولة وضع هذه الوفورات فى شكل مشروعات مياه وطاقة سواء طاقة نووية أو طاقة ميثان وكلاهما اقل كلفة – ودعم الجامعات والبحث العلمى والحريات الأكاديمية التى ستمكنها من معرفة ما يميزها من منتجات ومحاصيل وخدمات فى العالم وتمكنها من المنافسه على الحصص السوقية الدولية -حتى لا تحرم الأجيال المقبلة من ذلك الخير – والإستفادة من التجارب الناجحة الإقليمية سواء التجربة الإيرانية والتركية – ومحاولة تفعيل الإتحاد الإقتصادى العربى وتفعيل سياسات الإستثمارات العربية عربية أكثر وأكثر – صدقونى العالم العربى مليء بالثروات والعقول الممتازة إلا أنها لا زالت مغمورة وفى طور التنقيب – وتحتاج لمن يدعمها – فى النهاية أرجو أن نخطط مرة للمستقبل بشكل سليم – كما يفعل الأخرون – ويا ليت نستخدم تجربة قطر الخاصة بكأس العالم ونحللها ونحاول أن نطبقها ونعممها وأن نضع أهداف أمامنا ونحاول جاهدين أن نحققها – حتى يكون لدينا فعلاً ما نفتخر به.

A very late step, but could make a difference in Parliamentary Egyptian Elections

We as intellectual people know very well the political circumstances here in Egypt, and recommended the opposition, from the very beginning, not to go through this parliamentary elections, according to “terms and conditions” promulgated by both Egyptian Government and National Democratic Party, that shall prohibit them having the appropriate percentage of the opposition in the Egyptian Parliament to make some sort of equilibrium, and that hindered and hurdled passing very important laws in the latest sessions, e.g. the Law of Anti-Monopolist Practices, the Law of Consumer Protection and the Law of Anti-Corruption and suing Governmental Officials in Charge.

Frankly speaking, I do not know really what to be said, concerning what the new Chairman of El-Wafd Party (Mr. El-Sayed Badawy) did, concerning demolishing Al-Dostor Newespaper and deport its Chief Editor Ibrahim Essa from his position, when he tried to practice some filtration on his ironic articles that were criticizing the government and its bad performance in the past years. Also, stating to go through the coming parliamentary elections and ignoring the tacit agreement of all the opposition members including Al-Ekhwan, Al-Wafd, Al-Tagamou3, Al-Nassery and Al-Ghad in addition to Kefayah and Egyptians for Change movement.

We do not really want talking about violations occurred, even before opening the door for people to submit their electoral portfolios as candidates to security directorates in Egypt, concerning the media released for some specific VIPs represented in the current Ministers who desired to go through elections in some electoral circuits in the State. In addition, the other violations occurred started from approving the candidates’ portfolios, which is considered the beginning of the violations pertaining to hurdles occurred to both independent and opposition candidates in accepting their credentials, even with current parliamentary members.

Then, media and unfair and unequal opportunities between the candidates of National Democratic Party and the others from independent and opposition candidates, then the voters’ names tables that are not being filtered since long time before and includes a lot of dead persons, and the tacit prevention of voters who desirous to vote by National Security ID No, and then the inexperienced Higher Electoral Committee, which was formed by the modified Practicing Political Rights Law, to monitor the elections instead of the direct monitoring by the Egyptian respected judges as took place in 2 consecutive sessions 2000 and 2005.

The latest violations represented in the tacit approval of the government to its candidates to use all types of powers and violations during the day of the big parliamentary elections, as we witnessed on the latest Sunday Nov.28th 2010 – also women’s parliamentary quota that was representing as a hidden violation, because electing ad-hoc 64 women without a sound political track record or a reputable socio-political experience is a big mistake, when we found out that most quota winners are from the national democratic party. The matter that shall make in-equilibrium and unbalanced parliament, because even in developed countries e.g. Finland or France there is no quota, and candidates are being elected according to their socio-political efficiency and sound track record in this regard.

Whereas the law determines the costs of publicity and media of each candidate not to exceed EGP 200000, we found out that many of the National Democratic Party members especially from the VIPS and others of the well-know businessmen exceeded too much such limit, and our question is: How much money spent in electoral media? Because in a small country like Jordan the bill of electoral media was amounted to (US$ 150 Million).

However, our fears represented in the declarations of the Minister of Industry & Trade in respect of the economic deficit he mentioned, which is amounted to EGP 4 Billion and the procedures that shall be taken by the government in respect of applying both Sales and Real Estate Taxes on the ordinary people and the government’s trial to mitigate public spending on both services and subsidies to mend such deficit, we are afraid that such amount of deficit represents the money spent on Electoral Media and ordinary people are obliged to incur it and pay the bill thereto.

Bearing in mind that it was preferable for such Minister to claim for using the money collected by special funds which was estimated for the amount of (EGP 100 Billion) in 2009 and also, to propose an amendment in the Income Tax law of 2005 permits to the government to collect a higher tax category rate of 40% or 50% from businessmen who achieved very big wealth and became tycoons in our society in very quick time as all the developed countries do in this regard, to mend such deficit.

Last but not least, what we have heard today concerning the withdrawal of both Al-Wafd and Al-Ekhwan “the Muslim Brotherhood” from the 2nd electoral phase that shall be held on Sunday Dec 5th 2010, is considered as a good step to push the government to change its oppressive attitude, but also is late, because it will never make the government for example repeat the elections and yield to the opposition’s claims. Yeah, such matter makes a headache to both government and parliament, because a parliament without an appropriate opposition shall make constitutional problems represented in legitimacy of draft laws, legislations and decisions issued by it.
