As Asia Center for Studies and Translation was the only think tank in the Middle East to assess Munich Security Conference 2023, thus we cordially prepared for the second consecutive year our second assessment of Munich Security Conference 2024. Accordingly please find our full report hereinafter which includes in its first part some global views about the feasibility of the conference, followed by our notes and predictions of the future post the conference in question. Provided that such views only belong to our center without prejudice to any other entities worldwide.

China’s foreign minister, Wang Yi, has criticized Germany’s approach to de-risking China by shutting it out of the trade. He argued that the absence of cooperation is the biggest risk and that shutting China out in the name of de-risking would be a historic mistake. Wang also emphasized that the world economy is like a big ocean that cannot be cut into isolated lakes and that the trend toward economic globalization cannot be reversed. He emphasized the need to collaborate to make globalization more universally beneficial and inclusive. The reluctance of many states to unite against Russia’s war in Ukraine demonstrates the difficulty in developing a shared vision for global cooperation. Other topics discussed included ongoing wars in Europe and the Middle East, rising tensions in the Indo-Pacific, NATO expansion, and the potential return of Donald Trump to the White House.
Delusions on display: The emptiness of the West’s strategic thinking will be on full show at the 2024 Munich Security Conference

The Munich Security Conference (MSC) is a gathering of high-ranking officials from the transatlantic foreign policy community, who have brought Western power to its current predicament through bungled policies from Iraq to Afghanistan and Yemen. The (MSC) is a platform for the spread of globalist ideological currents and narratives that undermine the Western spirit and identity. The 2018 edition of the MSC was notorious for its stance against the “illiberal understanding of Western civilization” based on history, culture, and religion. This perspective aligns with the wokeism of our times, which treats our past glories with contempt and condemnation. Fu Ying, a former Vice Minister of Foreign Affairs of China, is a member of the MSC’s Advisory Council.
The 2024 MSC report, published ahead of the Munich Security Conference, focuses on the redistribution of Western gains towards the Global South. The report accuses the West of failing to pursue “inclusive global growth” and focusing on relative gains or zero-sum thinking. It criticizes Western governments for raising defense budgets, introducing sanctions, and reconsidering engagement policies in response to autocratic revisionism. The report also warns that shrinking national budgets will make it more difficult to compensate the “losers” of globalization.
However, this argument is not accurate. The report ignores the detrimental impact on economic growth in the West due to the Net Zero agenda, COVID-19, government waste, corruption, and welfare budgets. The report is a complaint about the West’s mobilization and security against revisionist rivals, particularly China. It warns decision-makers to avoid adopting an ever-more expansive conception of security relevance to damage the prospects for an “inclusive world order.” The logic of the report is that the West should let its guard down for more lucrative business with autocracies so that Western governments would have more money left available to give out to the Global South. The report also suggests that de-risking from China should go hand in hand with redirecting investment toward Africa and other low-income countries.
The MSC 2024 report reflects the mindset of a Western strategic community that has been overtaken by events and has difficulty accepting the reality of great-power competition in the world system. The generation that matured intellectually in the post-Cold War era of hyper-globalization, “soft power” and liberal internationalism has a hard time accepting the reality of resuming great-power competition. The report suggests that zero-sum and overmatching adversaries are the only way forward to preserve Western security and return to the globalization ideals of the 1990s. The aspiration for a better world and global prosperity is legitimate, but the primacy of Western power and values in international affairs is the precondition for any grander vision of human flourishing.
B- Notes and predictions on the above testimonies about this conference, which failed by all standards:
1- President Putin stated several days ago, especially after learning of the conference’s agenda, that he regretted delaying the special Russian operation in Ukraine for a whole year, through which he could have easily won in the time of the Covid-19 virus. I believe that Putin’s dialogue with the American journalist “ Tucker Carlson,” as the Asia Studies and Translation Center stated in its report on this interview, was thoughtful. He refuted all Western claims with evidence and proof about Russia. Also, the US House of Representatives’ objection to funding the war against Russia, to spite Biden, is considered the biggest gift that the Republicans gave to Putin in this regard and confirms that he won the war against NATO. Also, as mentioned in the report above, the neoliberalism that has invaded Europe since the 1990s has made the Europeans more greedy for domination and condescension and unwilling to share profits and benefits, which is why they have the strongest strategic, economic, and political wedge “Russia Nightmare.”
2 – Russia and the gas exporting countries have a great opportunity to respond to the triviality and superficiality of the Munich Security Conference through the “Algeria Summit of Gas Exporting Countries” and they can cause them pain and discomfort – because gas has become the most strategic energy resource in the world because it is the most in-demand, the least polluting of the environment. It is also used in generating “Blue hydrogen.”
3- Energy is still a strategic tool in the world, and Russia and Iran are still among the largest energy producers in the world, along with the countries of the South. They control the oil and gas industry as well as nuclear energy. Without energy, no country can achieve any progress or development. This is why Europe is in big trouble if it bets more and more on the senile Biden. Here, will Europe try to support Biden financially, thinking that he is best for it? Especially since the American election process is one of the most corrupt elections in the world due to the interference of donations and political money from supporters of competitors and lobbies for the presidency at home and abroad. McKinsey sold weapons to Germany during Van der Leyen’s service. Politico discovered that two of her sons (by coincidence) work at the company’s headquarters in Berlin. يعكس تقرير MSC 2024 عقلية المجتمع الاستراتيجي الغربي الذي تجاوزته الأحداث ويواجه صعوبة في قبول واقع منافسة القوى العظمى في النظام العالمي. إن الجيل الذي نضج فكريا في حقبة ما بعد الحرب الباردة التي اتسمت بالعولمة المفرطة، و”القوة الناعمة”، والنزعة الدولية الليبرالية، يجد صعوبة في قبول واقع استئناف المنافسة بين القوى العظمى. ويشير التقرير إلى أن المحصلة الصفرية والتغلب على الخصوم هي الطريقة الوحيدة للمضي قدمًا للحفاظ على الأمن الغربي والعودة إلى مُثُل العولمة التي كانت سائدة في التسعينيات. إن التطلع إلى عالم أفضل وازدهار عالمي أمر مشروع، ولكن أولوية القوة والقيم الغربية في الشئون الدولية تشكل شرطاً مسبقاً لأي رؤية أعظم لازدهار البشرية.
ب- ملاحظات على الشهادات أعلاه عن هذا المؤتمر الفاشل بكل المقاييس
1- صرح الرئيس بوتين منذ عدة أيام، وخصوصا بعد علمه بأجندة المؤتمر، أنه ندم على تأخيره العملية الروسية الخاصة في أوكرانيا لمدة عام كامل، والتي كان يمكن من خلالها أن يربح بسهولة في زمن فيروس كوفيد 19. واعتقد أن حوار بوتين مع الإعلامي الأمريكي “تاكر كارلسون” كما ذكر “مركز آسيا للدراسات والترجمة” في تقريره عن هذه المقابلة، كان مدروسا. وفند كافة الادعاءات الغربية بالدليل والبرهان عن روسيا. وايضا يعتبر اعتراض مجلس النواب الأمريكي على تمويل الحرب على روسيا، نكاية في بايدن، أكبر هدية اهداها الجمهوريون لـ بوتين في هذا الصدد وتؤكد انه ربح الحرب على الناتو. وأيضا وكما ذكر في التقرير أعلاه أن النيوليبرالية التي غزت أوروبا منذ تسعينيات القرن الماضي، جعلت الأوروبيين أكثر شراهة للهيمنة والتعالي وعدم قبول باقتسام الأرباح والفوائد ولهذا لديهم ازمة روسيا الأقوى استراتيجيا واقتصاديا وسياسيا.
2- لدى روسيا والدول المصدرة للغاز فرصة كبيرة للرد على تفاهات وسطحية مؤتمر ميونخ للأمن من خلال قمة الجزائر للدول المصدرة للغاز وإيلامهم وازعاجهم – لأن الغاز أصبح مورد الطاقة الأكثر استراتيجية في العالم لأنه الأكثر طلبا، والأقل تلويثا للبيئة، ويستخدم أيضا في توليد الهيدروجين الأزرق.
3- لا زالت الطاقة هي الأدوات الاستراتيجية في العالم ولازالت روسيا وإيران من أكبر منتجي الطاقة في العالم هي ودول الجنوب وتسيطر على صناعة النفط والغاز وكذلك الطاقة النووية، وبدون الطاقة لا يمكن لأي دولة تحقيق أي تطور أو تنمية. ولهذا أوروبا في مأزق كبير للغاية اذا ما راهنت أكثر وأكثر على بايدن الخرف. وهنا هل ستحاول أوروبا دعم “بايدن” ماديا ظنا منها أنه الأفضل لها؟ وخصوصا أن عملية الانتخابات الامريكية من أكثر إنتخابات العالم فسادا لتدخل التبرعات والمال السياسي من مؤيدي المنافسين واللوبيات على منصب الرئاسة في الداخل والخارج. حيث وصلت قيمة ما أنفق في انتخابات 2020 الرئاسية حوالي “15.5 مليار دولار” بموجب تقرير موقع أوبن سيكريتس.
4- أعتقد أن روسيا وإيران على وجه التحديد مكروهتان لدى الغرب، بسبب عدم قبول الغرب بالأمر الواقع أنهما أصبحتا من أكبر القوى العالمية، وكذلك لاعب أساسي على الساحتين الدولية والإقليمية. ولهذا ستشهد الأيام المقبلة تعاون وأكثر بين الدولتين، وهذا ملحوظ من نشاط سفراء وخارجية الدولتين في الجنوب والشرق. وأيضا ما يقوم به سفير إيران في موسكو د/ كاظم جلالي، واستضافته لفعاليات مستدامة بين البلدين وآخرها استقباله المفكر الروسي الكبير “الكسندر دوغين”. إضافة الى رحلة السيد/ لافروف الحالية لدول أمريكا اللاتينية والتي تتوافق مع مواقف روسيا وإيران، وخصوصا (كوبا وفنزويلا والبرازيل) نفس الدول التي كان لها مواقف مشابهة تجاه القضية الفلسطينية، والإبادة الجماعية التي تحدث في غزة، وخصوصا موقف الرئيس البرازيلي “لولا دي سيلفا” في هذا الصدد، وطرده السفير الإسرائيلي ردا على تطاول رئيس وزراء الكيان الصهيوني ضده.
5- قام مركز آسيا للدراسات والترجمة العام الماضي أيضا بعرض تقرير تقييمي للمؤتمر العام الماضي، والذي بناه على مقالات متخصصة من مواقع عالمية غربية ومنها موقع بوليتيكو الأمريكي الكبير – هذا الموقع الذى فضح كواليس هذا المؤتمر الذي يمثل واجهة الناتو للعالم – وفضح العلاقة الجدلية بين الدولة الألمانية المضيف للحدث، ورئيسة المفوضية الأوروبية “الوزيرة السابقة للدفاع بألمانيا السيدة/ أورسولا فون در لاين”، وكذلك شركة ماكنزي أكبر شركات العلاقات العامة أمريكيا. وكانت تبيع هذه الشركة السلاح لألمانيا من خلال السيدة فان در لاين. وقد اكتشف أن اثنين من ابنائها (بالصدفة) يعملان في مقر الشركة في برلين. وهنا يوجد شبهة فساد وتعارض مصالح للاسف ما بين مسئول ألماني، ودولة تقول أنها غير فاسدة، وشركة أمريكية باعت سلاح لألمانيا وقتما كانت وزيرة الدفاع، وعينت أبنائها في نفس الشركة – وما أكده موقع بوليتيكو بناءا على تقارير من داخل المؤتمر، أن شركة ماكينزي هي من تضع أجندة المؤتمر، وهي من توجه الدعوات فقط لمن يخضعون لهذه الأجندة من عديمي الخبرة، ومن رجال أعمال، ومن مسئولين حكوميين – فالموضوع أقرب إلى مسرحية هزلية.
6- لا زال الغرب بالرغم كل المجازر التي تحدث ضد الغزيين والقرارات الدولية من الجمعية العامة، وكذلك محكمة العدل الدولية للآسف، لا يتقبل فكرة “هزيمة اسرائيل” أو حتى أن يعطي الفلسطينيين أجزاء من حقهم المشروع المسلوب من 1948. ويريد أن يعيد الموقف إلى حالة اللا سلم واللا حرب، ما قبل 7 أكتوبر 2023، وهذا أمر غير منطقى وغير مقبول. مع تناسي فكرة حل الدولتين على أسوأ الفروض. إضافة إلى الضغط على وكالة غوث وتشغيل اللاجئين (أونروا) لعدم إيصال المساعدات للأبرياء العزل في قطاع غزة. وكذلك المضايقات التي تتعرض لها الشاحنات المصرية لإدخال المساعدات من قبل مستوطنين وبلطجية الكيان. مع إعطاء أوامر مشددة على سائقي الشاحنات المصرية بعدم النزاع مع الإسرائيليين حرصا على سلامتهم، لأنهم في مرحلة تشبه الصرع.
7 – يتوجب على دول العالم العربي والعالم الإسلامي أيضا ان يصبح لهم شخصية ولو لمرة وطرد كل السفراء الاسرائيليين وكذلك القطيعة الاقتصادية معهم ودعم الحوثي وحزب الله وحماس فيما يقوموا به لكسر أجندة الغرب الممثلة في اسرائيل في المنطقة. لأنه تبين أنه في النزاعات هم الثلاث جاهات التي لديها الخبرة في الدفاع عن المنطقة – الغرب لا يعترف إلا بـ “الأمر الواقع” وعلى المقاومة الفلسطينية والمقاومة ألا تتوقف، وأن تفرض أمر واقع جديد من خلال عمليات قوية تكسر جيش الكيان الصهيوني وقتها فقط – حينها يصل الضغط الشعبي في الكيان الصهيوني والغرب لدرجة الحالة الحرجة، والتي يتوجب معها إيقاف الحرب في الحال – ولدينا مثال سابق مشرف حرب تموز 2006 مع حزب الله. وكيف تمكن الحزب مع داعميه من هزيمة الكيان شر هزيمة بموجب “تقرير فينوجراد الإسرائيلي”، وتحرير جنوب لبنان والعمليات التي مارستها المقاومة عندما حاولت اسرائيل احتلال لبنان في 1982، والتي كانت ولا زالت كابوسا في مخيلة أي مستوطن أو ضابط اسرائيلي وشكلت معادلة الردع ما بين لبنان والكيان.
8 – فشل بايدن وفريقه ولوبياته في تحقيق أي هدف من أهداف حملته الانتخابية السابقة، او ما وعد به لاحقا، فكانت روسيا بالمرصاد له في أوكرانيا وهزمت الناتو شر هزيمة، فشل في إكمال مشروع صفقة القرن والتطبيع الصهيوني مع العربية السعودية مع خمس زيارات فاشلة لأنطوني بلينكن. زاد الدين الداخلي لأمريكا ليصبح كل مواطن أمريكي مدينا بحوالي 100 ألف دولار، والدين الخارجي أصبح 130% أي بزيادة بحوالي أربع مرات تقريبا عن الدين الخارجي لنظراءه في روسيا والصين. فشل في حسم المعركة وقلب الطاولة على حماس بموجب تقارير الإعلام الاسرائيلي نفسه، وأن المعركة أصبحت معركة النفس الطويل، والتي دائما ما تخسر فيها اسرائيل والغرب مع الدعم المستمر لتيار المقاومة. خسر المعركة الأخلاقية بل وأفشل سمعة الولايات المتحدة والغرب عالميا، لتبنيها العنصرية الشديدة وازدواجية المعايير تجاه أي مواطن لا ينتمي للغرب. فباتت أزمة غزة فاضحة لهما. وانعدام الثقة هذا سيتكرس في قلوب وعقول الشباب العربي والمسلم والجنوب، وأن الغرب ليس هو القدوة، بل بالعكس هو مثال للكذب والانحلال الخلقي. وأن الشرق والقوى العالمية الجديدة لا تزال هي الدرع الواقي في العالم للأسرة والأخلاقيات والروح الانسانية الطيبة مهما تعرضت لأزمات.
9 – يتوقع مركز آسيا أن تحدث ربما حرب أهلية داخل الولايات المتحدة وتصدع في الفيدرالية الأمريكية مع اقتراب السباق المحموم للرئاسة وكأننا أما حرب ستحدث داخل أمريكا بين الأفيال والحمير. وربما ستحدث مقاطعات للانتخابات من فئات معينة مثل العرب والمسلمين لمواقف سواء بايدن أو ترامب المعادية للعرب والمسلمين وخصوصا في الشأن الفلسطيني. وربما تظهر حركات شبابية جديدة تشبه “احتلوا” التي قضى النظام الأمريكي عليها في بداية العشرية الماضية انتقاما من الساسة الفاسدين الذين يدورون في نطاق (الباب الدوار) من الحزبين.
10- يكرر مركز آسيا للدراسات والترجمة عدم تحيزه لأي من مرشحي الرئاسة في أمريكا – وكذلك أن المركز ضد الصهيونية والماسونية والتطرف بكافة أشكاله، وكذلك ما يسمى نادي روما، وفكرة المليار الذهبي، وكل الأفكار المتطرفة والشاذة التي تتبناها بعض العائلات المالكة للمال والشركات عابرة للقارات في العالم. وكذلك إن التعددية القطبية أصبحت أمرا واقعا، وكل ما ينكر هذا بكل تأكيد فهو غافل تماما
